Biographie

Gonzalo Lizarralde s’intéresse à la compréhension des processus de projet, ainsi qu’à l’analyse des risques, des logements sociaux et de l’informalité en milieu urbain. Il explore les causes et les conséquences de la transformation urbaine rapide déclenchée par les catastrophes naturelles, les changements climatiques, les conflits sociopolitiques et l’instabilité économique.

Ses recherches ont eu un impact sur le logement et la politique urbaine en Haïti, à Cuba, au Chili, en Colombie et dans d'autres pays de l’Amérique latine et des caraïbes.

Depuis 2017, il est titulaire de la chaire Fayolle-Magil Construction en architecture, bâtiment et durabilité. Il est également directeur du groupe de recherche IF (grif) et de l’Observatoire universitaire de la vulnérabilité, la résilience et la la reconstruction durable (Oeuvre durable). Il est l’un des fondateurs de l’i-Rec, un réseau international de spécialistes de la réduction des risques et de la reconstruction post-catastrophe. Il a dirigé ou participé à des projets de recherche d’envergure, dépassant un budget global de plus de dix millions de dollars canadiens.

Il est l'auteur de plusieurs livres, dont Unnatural Disasters: Why Most Responses to Risk and Climate Change Fail But Some Succeed, Artefacts of Disaster Risk Reduction, et The Invisible Houses, qui a obtenu en 2016 le prix Housing Design Education Award, octroyé par l’Association of Collegiate Schools of Architecture et l’American Institute of Architects. Il est co-rédacteur de plusieurs livres dont Rebuilding After Disasters, et Investing in Disaster Risk Reduction for Resilience.

Depuis 2016, Gonzalo est membre du Collège de nouveaux chercheurs et créateurs en art et en science de la Société royale du Canada, la plus importante reconnaissance du leadership intellectuel émergent du pays.

English: Dr. Lizarralde’s work has significantly contributed to current debates about community participation, the role of informality in project governance, the usefulness of the resilience framework, the impacts of rapid urban transformation, and low-cost housing in developing countries. His work has had direct impact on housing and urban policy, and on intervention strategies in Haiti, Cuba, Chile, Colombia and South Africa. He has worked with more than 20 academic and non-academic partners in more than ten cities, favouring knowledge and expertise transfer.

Expertises

Gonzalo Lizarralde étudie les processus impliqués par les projets de construction, incluant :

  • Le rôle et les caractéristiques de l’architecture dans la construction,
  • La gestion de projets d'aménagement et la gestion de l’information,
  • La maîtrise d’ouvrage et le design organisationnel,
  • La reconstruction après les catastrophes naturelles.

Faisant partie d’un programme de recherche à long terme, son travail porte spécifiquement sur les conséquences des décisions stratégiques des donneurs d’ouvrage sur l’organisation et la gestion du processus de construction lui-même, en fonction des rôles des participants et de leurs relations.

In Latin America and the Caribbean as elsewhere, low-income and marginalized communities have seen their vulnerability exacerbated by the Covid-19 pandemic. They are experiencing greater food insecurity and are suffering more from the cascading impacts of natural hazards and climate change. Yet every day, they produce informal, bottom-up solutions to these problems, transforming public space, housing and urban conditions at the margins of authorities’ influence and plans. These bottom-up solutions are still not fully understood by academics and practitioners. Besides, little is still known about how conditions of urban informality—where infrastructure and services are scarce, land tenure is disputed, governance structures are fragile, and housing conditions are poor—influence the emergence of alternative (that is, local, healthy, equitable, inclusive and culturally-relevant) food systems (AFS).

This project seeks to explore:

(a) how bottom-up informal solutions interact with food systems and contribute to make them more resilient to shocks such as climate change impacts and pandemics;

(b) how urban systems in contexts of informality influence the resilience and vulnerability of AFS and, by doing so, how they influence people’ capacity to deal with climate change impacts; and

(c) what are the conditions for scaling impact, transferring results, and overcoming implementation barriers towards resilient AFS in Latin America and the Caribbean.

The aim is to use such knowledge to (a) support on-the-ground, locally-specific efforts to strengthen AFS; and (b) generate and practice lessons related to the food system to reduce vulnerabilities and build resilience. It will do so by means of research, training, and implementation activities in four countries (Ecuador, Colombia, Chile, Cuba) and by means of networking and sharing activities among them and other countries in Central America. It will produce new knowledge and yield policy changes through innovative explorations that combine empirical research, action research and design. These activities will help enhance local capacity and interaction among community leaders, public officials, and academic partners and better equip communities and institutions to address challenges of food insecurity and natural hazards in the coming years.

Le Réseau Inondations InterSectoriel du Québec (RIISQ) a pour mission de contribuer à la réduction des risques d’inondations et de leurs conséquences, et de faciliter la résilience des organisations, des communautés et des individus face à ces évènements qui sont en voie de s’aggraver en raison des changements climatiques. Il favorise les maillages entre la société civile et les universités par des actions conjuguées des chercheurs (académiques) et des ministères, et il s’appuie sur de nouvelles connaissances en sciences et technologie, en sciences sociales et de la santé pour élaborer des solutions concrètes et durables.

Le RIISQ est un réseau inter-établissements, inter-milieux et intersectoriel de recherche partenariale innovante et de formation pour bâtir une société plus résiliente aux inondations. Le principal objectif du RIISQ est de contribuer au développement de recherches transdisciplinaires de pointe sur la gestion des risques d’inondations et leurs conséquences dans un contexte de changements climatiques. Le projet est basé sur la mise en œuvre d’une vingtaine de microprojets communautaires et urbains visant une meilleure adaptation aux changements climatiques en réponse, notamment, aux opportunités et aux défis soulevés par l’eau dans les contextes de pauvreté et d’informalité.
Le projet se dédie principalement à :
1) Au transfert de connaissances et d’expertises entre les partenaires du Sud.
2) La réalisation d’études détaillées en Colombie, au Chili, en Haïti, et à Cuba, notamment dans des villes affectées par les changements climatiques et étant confrontées à des opportunités et des menaces liées à l’eau.
Par la combinaison de la recherche empirique et la mise en œuvre des microprojets d’intervention urbaine, ce projet jouera un rôle de premier plan dans la formulation des stratégies d’adaptation et dans développement des connaissances originales sur l’informalité dans les pays du Sud.

Ce travail explore les processus de gestion de projets pour des programmes de logements en PED et de reconstruction après les catastrophes naturelles. Cette recherche reconnaît l’importance de la planification stratégique - qui va bien au-delà des décisions tactiques des projets de construction - et ses relations avec le design organisationnel, c’est-à-dire au design de la multi-organisation temporaire qui sera chargée de développer le projet. Les résultats de la recherche mettent au défi les approches traditionnelles pour la gestion de projets d’habitat et de reconstruction après les catastrophes naturelles. Nos résultats démontrent l’importance du développement évolutif de l’habitat.

L’impact du cadre bâti sur l’environnement est largement tributaire de la démarche mise en place pour réaliser les projets architecturaux et urbains. Cependant, les pratiques couramment utilisées pour le montage et la gestion de ces projets sont basées sur un modèle mécaniste et linéaire peu appropriée pour répondre à la complexité des relations - souvent fragiles - entre les processus de réalisation, les acteurs impliqués, les interventions elles-mêmes et l’environnement naturel. Ce modèle de gestion linéaire ne tient suffisamment compte des effets secondaires de l’utilisation de ressources ni des impacts à long terme sur les systèmes naturels, sociaux et économiques. Nous proposons des modèles alternatifs. Ces approches constatent que les enjeux de la production du cadre bâti ne sont plus à l’échelle des interventions individuelles mais sur la viabilité et les impacts à moyen et à long terme des ensembles : (i) physique : le territoire, le quartier, la ville; (ii) social : le système organisationnel, la communauté; et (iii) économique : l’industrie, les moyens de production, etc. Ces impacts complexifient davantage les relations entre les parties prenantes et les acteurs de la production du cadre bâti qui sont appelés – de plus en plus – à renforcer leurs relations et favoriser des approches intégrées et participatives.

The Invisible Houses Book - By Gonzalo Lizarralde

There is an increased interest among architects, urban specialists and design professionals to contribute to solve "the housing problem" in developing countries. The Invisible Houses takes us on a journey through the slums and informal settlements of South Africa, India, Colombia, Honduras, El Salvador, Cuba, Haiti and many other countries of the Global South, revealing the challenges of, and opportunities for, improving the fate of millions of poor families.
